The use rate of some fishing ports in Taitung County was low, and the local government put forward the idea of revitalizing small fishing ports to transform into characteristic ports. For finding group consensus to improve community engagement and solving the public security and health problems from idle fishing ports, this research focusing on “re-creation function of local idle fishing ports”, and carries out a questionnaire survey among 3 stakeholder groups (fishing port managers, fishermen, and marine leisure industries) in Green Island, Taitung County, based on geometric means and Analytic Hierarchy Process (AHP), to quantify their preference weights on this issue. According to the results, the 3 groups consider that, for idle fishing ports, resource conservation (D1) and ecological and cultural tour of fishing port (D4) are the most important in regional development orientation (D), while intermediate rearing farm (C5) is the most important in setting up space use mode for fishing ports (C). There is a consensus on these 3 factors. Under the situation that local governments lack manpower and budget, the research results herein provide a reference for understanding the actual expectations and demands of the local residents under different considerations of different groups. By finding the consensus factors, strategies appropriate for the local area may be identified, and the idle fishing ports may be used more effectively and flexibly.
